

Huawei has reportedly bid to build AI infrastructure for the Egyptian government, including 2,008 Ascend AI chips and an AI training cloud. If the project goes ahead, it would be the first publicly confirmed export of Huawei's AI chips.
The proposal names iFlytek, a Chinese speech-recognition and surveillance technology company, as a partner. It would include vehicle and individual recognition capabilities linked to Egypt's national population database. Huawei and iFlytek have both been on the U.S. Commerce Department's Entity List since 2019.
The U.S. State Department has reportedly approached Nvidia, AMD and Microsoft about assembling a competing consortium. None of the companies has confirmed participation, and no counter-bid has been formalized.
That puts Egypt in a difficult position. The country is subject to a U.S. licensing requirement for AI chip exports, while Huawei already has a substantial commercial and institutional presence there. In July 2026, the Egyptian government discussed expanding cooperation with Huawei in IT, technology localization and digital capacity building.

The issue extends beyond a single procurement decision. A successful Huawei deployment would show that Chinese chips, software and applications can support national AI infrastructure outside China. A U.S.-backed offer would show that Washington can compete for the same infrastructure projects through industry partnerships and diplomatic support.
Egypt is a useful test market. It is the second-largest economy in Africa, connects Africa with the Middle East and the Mediterranean, and is pursuing a major digital-transformation agenda. Its decision could influence how other governments in the Global South approach competing technology ecosystems.
Xi Jinping's visit to Egypt has since concluded with broader announcements of cooperation on AI and digital transformation. Public documents from the visit did not name Huawei's bid, however. Egypt is deepening its technology ties with Beijing while keeping the specific infrastructure decision publicly open.
Egypt has not announced a winner. It may also avoid choosing one side outright. A mixed approach, with different workloads assigned to different vendors, would allow the government to retain access to both ecosystems. It would still raise questions about software dependencies, data governance, export controls and future upgrades.
